Declaring your place of residence

After moving to a new home you must declare it within one month. The easiest and cheapest way is the e-service on Latvija.gov.lv — it is free. Declaring in person at the municipality costs a 4.27 EUR state fee.

Who this applies to

Declaring residence is mandatory for Latvian citizens and non-citizens, EU/EEA and Swiss citizens, and foreigners holding a residence permit or registration certificate. Foreigners and EU citizens declare in person at the Office of Citizenship and Migration Affairs (PMLP), not the municipality.

Step by step

Choose online or in person

Online: find the e-service “Dzīvesvietas deklarēšana vai norādīšana” on Latvija.gov.lv and log in (internet bank, eID or eParaksts). The e-service is not available to authorised representatives — only for yourself, your minor children and persons under your guardianship.

Fill in the declaration

Enter your new address in Latvia. You may also add one additional address in Latvia or abroad and the period during which you can be reached there.

In person — prepare documents and pay the fee

Bring a passport or eID card; an authorised person needs a notarised power of attorney; foreigners need a valid ID document and residence permit. The 4.27 EUR state fee is paid before submitting the form; cards are usually accepted, cash often is not.

Get confirmation

The data is entered in the Register of Natural Persons. Afterwards you can request a statement about your declared residence if needed (the statement is a paid service).

Common mistakes

Paying 4.27 EUR unnecessarily — declaring online is completely free.
Missing the one-month deadline after starting to live permanently at the new address.
EU citizens and foreigners going to the municipality — for them in-person declaration is handled by PMLP.
Not knowing about fee exemptions: a child's first declaration, persons with disabilities, politically repressed persons, pensioners with a pension below the minimum wage and others pay no fee even in person.
